Nigeria's most ambitious digital infrastructure push in history is currently waiting on a company that does not legally exist yet.
The federal government had targeted July 31 as the deadline to formally incorporate the Special Purpose Vehicle (SPV) that will govern Project BRIDGE β a plan to deploy at least 90,000 kilometres of climate-resilient fibre optic networks across all 36 states and the Federal Capital Territory by September 2030. The incorporation, however, does not signal a public launch or the start of digging. It simply means the project company will formally exist in the eyes of the law.
That distinction came directly from Jumoke Akande, Project Lead at the Project Implementation Unit within Nigeria's Federal Ministry of Communication, Innovation, and Digital Economy.

World Bank project documents use all three terms interchangeably. A final legal name has not been made public.
What the SPV Actually Has to Do
Once incorporated, the SPV faces a long to-do list before a single metre of fibre goes in the ground. It must complete investor selection, achieve financial close, finalise engineering designs, conduct route surveys, secure permits, and negotiate right-of-way agreements across hundreds of jurisdictions. Physical deployment is not expected to begin until 2027.
That leaves roughly three and a half years to build a network that would more than double Nigeria's existing fibre backbone β bringing it to approximately 120,000 kilometres in total.
The project is also designed around a wholesale, open-access model. The SPV will not operate as a retail telecoms provider. Instead, it'll build shared infrastructure that mobile network operators, internet service providers, and enterprise customers can access on non-discriminatory terms. The idea is to lower the cost of connectivity across the country without forcing every operator to build their own backbone.
If Project BRIDGE hits its targets, it would extend connectivity to more than 770 local government areas and connect thousands of schools, hospitals, and public institutions to high-speed internet.
Who is Funding It
The World Bank is putting in $500 million through its International Development Association window. The African Development Bank is contributing $200 million, while the European Bank for Reconstruction and Development and BADEA are each committing $100 million. A further $1.1 billion is expected from private and commercial financing sources.
The financing structure reflects how seriously multilateral institutions are treating Nigeria's connectivity gap β and how much work the private sector is expected to do once the legal scaffolding is in place.
The Clock Is Ticking
The incorporation deadline was always tight. With the SPV registration pegged to July 31 and physical rollout not expected before 2027, every month of delay in the legal and financial setup phase chips away at the already compressed construction timeline.
Nigeria's broader digital infrastructure ambitions have historically faced execution gaps β grand plans that stall at the implementation stage. Project BRIDGE's open-access design and its mix of multilateral and private capital is intended to address exactly that pattern. But the real test starts the moment the SPV officially exists and has to start making binding decisions about routes, contracts, and construction partners across a country of more than 220 million people.
For now, one of Africa's largest fibre projects is still, technically, a company with no name.
