BoG to Roll Out Dedicated Stablecoin Rules for Ghana

Ghana is moving to put specific rules around stablecoins on the books. Bank of Ghana Governor Dr Johnson Asiama announced on Monday, November 2, that the central bank is actively developing a dedicated stablecoin directive — a regulatory first for the country's fast-evolving digital asset space.

Dr Asiama made the announcement at the African Virtual Assets Summit (AVAS) 2026, held in Accra, where policymakers and industry players gathered to chart a course for virtual asset regulation across the continent.

"Stablecoins are a priority within this framework indeed, and the Bank of Ghana is currently developing a stablecoin directive, and this is to set clear requirements for stablecoin activities in Ghana while providing clarity for any permitted activities," Dr Asiama said.

The directive will sit within Ghana's broader virtual asset regulatory architecture, spelling out exactly what stablecoin operators can and cannot do under local law. It is part of a wider push to bring structure to a sector that is growing faster than existing financial rules can comfortably handle.

A Multi-Agency Effort

The Bank of Ghana is not building this framework alone. Dr Asiama confirmed that the central bank is working closely with the Securities and Exchange Commission (SEC) and the Financial Intelligence Centre (FIC) to develop the regulatory instruments and supervisory arrangements the sector needs.

That collaboration is anchored in law. The Virtual Asset Service Providers Act, 2025 (Act 1154), passed earlier this year, creates a formal legal home for virtual asset activities in Ghana and splits regulatory responsibility between the Bank of Ghana and the SEC. The establishment of the Virtual Assets Coordinating Committee adds another layer — a standing platform where relevant public institutions can coordinate their approaches as the framework matures.

This kind of inter-agency coordination reflects how seriously Ghanaian authorities are taking the complexity of digital finance. It also signals that whatever rules emerge will not be siloed — they will cut across consumer protection, financial intelligence, and securities regulation all at once. Readers tracking how emerging tech is reshaping Africa's financial systems will recognise this as a significant structural development.

Balancing Risk and Innovation

Dr Asiama was careful to frame the incoming rules as calibrated rather than blanket. He acknowledged that not all virtual asset activities carry equal risk, and that the regulatory approach needs to match the nature, scale, and complexity of each activity.

"Not all virtual asset activities present the same risks, and our approach must reflect their nature, their scale and complexity," he said.

The Governor also pushed back against any reading of tighter oversight as anti-innovation. His position was that regulation should build the confidence necessary for responsible businesses and investors to operate — not shut the door on new ideas.

The emphasis on consumer and investor protection is telling. As stablecoins become a more visible part of Ghana's digital financial ecosystem, the central bank clearly wants guardrails in place before adoption outpaces oversight. With Act 1154 already on the books and a stablecoin-specific directive now in development, Ghana is positioning itself as one of the more proactive regulators of virtual assets on the continent.

No timeline for the finalisation of the stablecoin directive was given, but the announcement at a continental summit suggests the Bank of Ghana is ready to move quickly.
