Nigeria's Enugu State government has announced plans to establish a specialized artificial intelligence institute designed to prepare graduates for roles in international digital markets. The initiative represents a notable departure from traditional economic development strategies across Nigerian states.
Arinze Chilo-Offiah, the governor's special adviser on digital economy and Micro, Small, and Medium Enterprises, is spearheading the project. During a Tuesday interview at his Enugu office, he positioned the institute within a broader economic framework that challenges conventional thinking about Nigeria's competitive advantages.
"If you look at (diaspora) remittances, they rival what we earn from crude. So the question becomes, what is our real competitive advantage?" - Arinze Chilo-Offiah

Chilo-Offiah emphasized the importance of aligning education directly with employer demand, ensuring graduates transition into jobs rather than waiting for opportunities to emerge.
Institutional Structure and Operations
The proposed institution would operate as a specialized AI institute with degree-awarding status under the National Universities Commission (NUC), rather than functioning as a conventional university. Initially, it could operate as a satellite campus under the Enugu State University of Technology with a provisional license before becoming independent.
This structure would allow students from institutions like the University of Nigeria, Nsukka (UNN) to transition into approved academic pathways, subject to admission requirements. The model combines degree-awarding credibility with the flexibility and practical focus of specialized training centers.
Building the Ecosystem
The ecosystem begins with a 750-seat business process outsourcing (BPO) center already under construction, alongside a larger 2,000-seat knowledge process outsourcing (KPO) facility. These centers will handle global contracts spanning software engineering, AI services, and data operations.
The AI institute would function as an elite training hub positioned above this operational layer, with Chilo-Offiah drawing comparisons to India's Indian Institutes of Technology (IITs). Entry would bypass Nigeria's traditional university admission system in favor of competitive assessments, with preference for candidates possessing foundational technical training.
