Ghana is positioning itself as a continental AI leader with the upcoming launch of its National Artificial Intelligence Strategy on April 24, 2026. President John Dramani Mahama will preside over what promises to be a defining moment for West Africa's digital transformation.
The announcement comes after Cabinet approval of the comprehensive decade-long blueprint, spanning 2023 to 2033. Notably, how Ghana has structured this initiative around eight distinct pillars, covering everything from AI education to public sector deployment.
Strategic Framework Takes Shape
Minister for Communication, Digital Technology and Innovations Samuel Nartey George revealed the launch date during a National Stakeholder Engagement on Ghana's AI Readiness Assessment Methodology Report. The March 31, 2026 event at Best Western Premier Hotel in Accra brought together key partners including UNESCO and the European Union.
"This marks a decisive step in Ghana's path towards a responsible, innovative and globally competitive artificial intelligence ecosystem," George said.
The strategy development involved heavyweight partners including Smart Africa, German development agency GIZ FAIR Forward, and The Future Society. This international backing signals serious commitment to making Ghana a regional AI hub.
Seven Priority Sectors Identified
The government has zeroed in on seven critical sectors for AI implementation. Healthcare, agriculture, financial services, and energy lead the priority list. This focus makes sense given Ghana's economic profile and development needs.
George outlined four immediate implementation priorities. Strengthening data governance systems tops the list, followed by investing in AI research and computing infrastructure. The plan also emphasizes expanding AI education and embedding ethical safeguards throughout deployment.
Building on Mobile Success
Ghana brings solid digital foundations to this AI push. Mobile penetration exceeds 110 percent with over 38 million mobile subscriptions nationwide. George highlighted this infrastructure as central to scaling AI-driven services across the country.
A dedicated Responsible AI Office will oversee the entire implementation process. This body will ensure ethical standards align with national development goals while coordinating cross-sector efforts throughout the ten-year programme.
Continental Ambitions Take Center Stage
George was clear that government cannot drive this transformation alone. He emphasized the need for researchers, startups, private sector investment, and civil society participation. The minister urged all stakeholders to contribute concrete ideas for the strategy rollout.

The continental dimension adds another layer of ambition. George linked Ghana's AI goals to the African Continental Free Trade Area Secretariat based in Accra, arguing that AI will drive digital trade and inclusive growth across Africa.
